To surpass all others. To reach a height that no one could reach. This goal is reflected in his height, where he dwarfs every other character in Bleach (obviously excluding Yammy's release form).

NNOITRA'S CHANGE OF HAIRSTYLE FROM PAST TO PRESENT.
As a man, and of this I include most men, Nnoitra shouldn't have really bothered to grow his hair out over the length of time Nelliel was gone.
Sazyel Apollo, for example, being the foppish, fashion-concious man he is, hasn't bothered to change his hairstyle particularly during this time.
So why Nnoitra?
With short hair, Nnoitra looks very boyish in comparison to his present self.
Perhaps this was the reason.
It reminds him of when Nelliel was present, calling him a child. A beast. Unworthy. So he desired to grow it out and detach himself from the past self in Nelliel's eyes.

His story/flashbacks were, by FAR, more profound and complex than any of the other espada. Through his interactions with Neliel and Tesla where he explained them why keeps fighting (to die), he unconsciously surfaced redeemable (and sympathetic) qualities that no one would have thought of before.
Nnoitra was closest to being human. He had these insecurities about himself and his strength, which makes him somewhat relatable.
He pondered his existance as a Hollow, and truthfully seemed to hate being one. He didn't enjoy being in Hueco Mundo, with no hope of salvation, which makes him empathetic.
And this further shows another positive side to Nnoitra. He says he's greatful to Aizen for the power boost. That shows Nnoitra is capable of appreciating what someone has done for him. He is capable of loyalty. Not to say he won't disobey every now and then.
